Windows 10 is not fully Shutdown : Solved

If your laptop is not shutdown fully with Windows 10 OS 

Then follow me

Step1: Right click on start button 

Step 2: Click on "power option"

Step 3: In control panel "Choose what power do does">change settings that are currently unavailable

Step 4: Uncheck the box "turn on fast startup
